It has a number of the usual issues: inconsistency, no examples of meaningful plaintext, and it cannot work as it is just another simple substitution.

The Voynich Manuscript (its herbal part) is a kind of compendium of knowledge about our History, in a similar sense to the aluminum plate covered with a thin layer of gold, which was sent into space in the 1970s on the American space probe Pioneer 10.
My proposal for decoding the Voynich Manuscript is that each of its individual pages encodes some different information.
Encryption does not only rely on written form. There is also a whole spectrum of information, which, due to limited possibilities, was also encoded in other forms – e.g. using signs and symbols: see semiotics – from Greek: "semasticos" – significant, "semasia" – meaning", "semeion" – a sign from "sema" – a sign, image, signal.
And this is also how the Voynich Manuscript is encoded. In my opinion, it is not a classic written cipher, but a symbolic rebus – an ideogram.
The Voynich Manuscript, and in particular its herbal section, is, in my opinion, a kind of compendium of knowledge about the Evolution of Life on Earth – starting from its cosmological aspect, through the evolution of man (Darwin's Theory), up to prehistory, and also contemporary history.
In the further part of the herbal section, its author encoded all the most important events from our universal history with such accuracy that many a history textbook could envy his accuracy. What's more, the encoded illustrations of the Manuscript also describe quite contemporary events, as well as those that we will only witness in the future!
When considering the symbolic meaning of the illustrations of the Voynich Manuscript in its herbal section, it is necessary to take into account the individual most important elements of a given plant: root, stem, leaves and also flower. All these elements of the plant constitute encoded information.
Below, for a better illustration of the time-historical continuum in a telegraphic shorthand, a summary of the individual illustrations of the Voynich Manuscript (from 1R to 51V).

Moja propozycja rozszyfrowania Manuskryptu Voynicha jest taka, że każda z jego stron koduje inne informacje.
Szyfrowanie nie polega wyłącznie na formie podstawowej. Dotyczy to również całego spektrum informacji, które wynikają z możliwości zakodowania w innych formach – np. za pomocą znaków i symboli: patrz semiotyka – z greckiego: „semasticos” – znaczenie, „semasia” – znaczenie”, „semeion” – znak od „sema” – znak, obraz, sygnał.
Ja też zakodowany jest Manuskrypt Voynicha. Moim zdaniem nie jest to klasyczny klasyczny pisany, lecz symboliczny rebus – ideogram.
Manuskrypt Voynicha, aw jego części zielonej, jest moim problemem swoistym kompendium wiedzy o Ewolucji Życia na Ziemi – udostępnienie od jej aspektu kosmologicznego, poprzez ewolucję człowieka (teorię Darwina), aż po prehistorię, a także historię współtowarzysza.
W głównej części części zielonej jego autor zakodował wszystkie najważniejsze wydarzenia z naszej powszechnej historii z taką samą, że nieeden podręcznik historii mógłby mu pozazdrościć. Co więcej, zakodowane ilustracje Manuskryptu przedstawiają także wydarzenia aktualne, jak również te, których świadkami jesteśmy dopiero w przyszłości!
Rozważając symboliczne ilustracje Manuskryptu Voynicha w jego części ziołowej, należy zwrócić uwagę na poszczególne elementy charakterystyczne: korzeń, łodygę, liść, a także kwiat. Wszystkie elementy wyposażenia zawierają zakodowaną informację.

What if the cipher manuscript is encoded with some kind of a polyphonic cipher, a precursor to ciphers of this kind which were developed starting from the second half of the 15th century?
For starters, let me list some clues pointing in this direction:
- excessive use of the symbol o;
- seemingly "predictable" content;
- low entropy;
etc.
Perhaps the benched diacritical marks could be used to switch from one encoding mode to another?

As remarked several times already by others, this full plant drawing is rather unique as it shows just three words.
The last word alag = alayae or alaye ( You are not allowed to view links. Register or Login to view. , first comment)
comes close to today's russian алыи ("alyy"), which means "Scarlet" (the desease).
Most slavic languages are using somehow adapted `scarlet´ in vocabulary, but some, like Russian, have own descriptions for it which may be old enough to appear in VMS.
I have reason to assume the three vords mean "effective against scarlet".
Medieval herbal treatment suggestions were thyme, sage and yellow avens and surely some more.
This plant is surely not thyme or sage.
But yellow avens, Geum urbanum or maybe Geum aleppicum, are quite good-looking here, enough images at the internet. Both are often plagued by gall wasps, which produce thickened root stems.
Creeping avens (Geum reptans) produces networking roots with several knots, but they look still different from drawing.
Yes, "these roots": the pictured roots are not as nice and fitting as Filipendula, but that plant is not on f65v.
The draftsman made 2 mistakes: outer blossom leafs, the "spikes", should be rotated a bit, they are not exactly behind an inner blossom leaf when their number is not higher than 5.
Otherwise I understood that the outer leafs are always limited to 5, while inner leafs may be more than 5. Drawing shows some 6+6 combinations.
Following is creeping avens, the left blossom is still flowering, all other began fruiting.
So this is my suggestion for 65r.
