  what if within the symbols and text there are "legends" that explain what the pictures and texts are.

  There are many manuscripts with such kind of „leading“ columns.
  Even more, the letters of Glagolitic/Cyrillic can serve as numbers, when they come with a special kind of line above them.
  I am sure you know that.
  This ethiopian page may work the same, who knows. Most of your similarities are ~400 years younger than the VMS, so I do not care much for those sources, when there is no clear relation to a very much older predecessor book or such.
  
  The VMS page shows a column of short vords, followed by a column of single characters.
  May be some kind of numeration in the one or the other — or just not.

  Most Voynich theories I can think of rely on this assumption. This was what Stephen Bax did in 2014. Find Voynichese words in the text that look like they might relate to the image, build your understanding from there.
  
  This doesn't work for the whole text, given the weird, repetitive nature of Voynichese. But maybe you mean: what if only some words have meaning and relate to the images? Meaningful words hidden in a system of meaningless filler?

  Or a few words that relate to the images, among all the words of a meaningful paragraph that have other meanings. 
  
  In a full-page herbal entry the name of the plant may appear only once or twice.  There will hardly be other words that are specific to it.  In a paragraph-long entry (like those of the Alchemists' Herbal) the name will probably occur only once, at the very start of the entry.
