In Sanskrit the word yagya means the same, did anybody checked the text against old Sanskrit sources? If Voynicese was derived from an Brahmic abugida (as JKP mentioned some time ago) there is an inherent vowel short a which is very common in Sanskrit and only the other vowels are marked with special signs. That may explain the low vowel distribution in Voynichese.
