Notice all the little dots, and how wind is represented by lines coming out of the mouths of faces (sometimes animal, sometimes humanoid). Also, how the hills are out of proportion to the people and bouncing around in the air. All of these oddities were common ways to draw things and looked normal to people in the Middle Ages:
Maybe the "rings" on the VMS rosettes folio are symbolic of transitional zones between physical and celestial spheres (or between one elemental representation and another) just as the cloudband is the transition zone between heaven and earth in the earthquake picture.

I think it is sometimes worth caring what small, but specific details represent, because sometimes small details can be very significant.

Yes, I agree, small details can be very significant. but small details are not necessarily intended to be physical objects or features. They might be symbolic/iconic.
