Neither the COT nor the SPS=SBJ claim require the Dictation Scenario to be true, and the evidence for them does not depend on it.  But the Dictation Scenario, as a side effect, also provides explanations for some observations made in the exploration of those theories -- such as the large number of "errors" (variants) of spelling and word spacing.

Aren't the justifications for removing certain sections of the SBJ based on interpretations of a Dictation Scenario?

If he could discern which areas to remove on his own, he must have been able to read the chinese characters (and as such had no use for a phonetic version). Therefore, at some level a dictator or "explainer" is necessary for explaining how the VMS author was able to remove the sections you believe were removed.
