Could 1&2 be bh? And 3 a bh with an s finish? There are a number of sh glyphs where the plume sits over the h side rather than the c-side. It seems that the ligature could be placed in 3 different places as a s or b start or an s-finish. 

Oddly placed finishing ligatures create a few weirdos where we see an @, or a y or o ending to a ch, etc…
