In my experience, simple substitution and google translate are the bread and butter of current solutions that manage to bring forth strings of pseudo-coherent words.
I also don't know what Hoffman did but his transcriptions look like nonsense magic spells. It seems like he picks out a few words he can "translate" and then guesses the meaning of the page based on those.
