No, what she said was literally "in Petra" (or, maybe, "Pedra", if that makes any sense). In short, the way she pronounced it excludes any possibility of something connected with any "Peter".
Given the following information:
- Petra
- monk/monastery
- Dioskorides
... I am nearly certain that she means the Prodromos monastery in Petra, Constantinople. The most important manuscript in the Dioskorides tradition was held and restored there. It was the addition of text in Greek minuscule during this stage which gave the Vienna Dioskorides its close resemblance in layout to the VM.
Interestingly, the hospital attached to the library was known as the Xenon of the Kral, built for the needs of foreigners (mostly Slavic speakers) in the city. It might be that she was able to access Russian literature on the matter.
However, her currently available paper does not immediately give reasons to be hopeful.

There is also a Petra in Majorca, no doubt irrelevant also.
Still, it is famous for being the birthplace of Fray Junipero SERRA, said to have founded San Francisco.

I agree. I read the “Argentina” article a while back and just added it to the mental pile of not useful. But l do appreciate confirmation of that impression.
