The Top and Bottom figures have their arms outstretched in a 'V' shape,
It could be that their arms are pointing to the sunrise and sunset at the Equinoxes,
though then the Left/Right figures should have both arms at 90d pointing East and West for the Solstices but they don't

As a side note the March equinox falls in Pisces. Pisces is the 1st sign in the Astrology section.

2) The 4 x 17 sequences
if the P and F are considered as markers then instead of 1x17 we get [ 8 - P/F - 8 ] or simply 2 x 8.

This is important because while p and f are often used at the beginning of paragraphs, m is often at the end of lines.
The writer may have seen some kind of symbolic "break" between the eighth and ninth characters.

Well 8 as a number is much more fun to work with
if the P and F alternated that would fit nicely with equinox-solstice-equinox-solstice but they don't
