Why are these manuscripts not well understood? It seems as if they were not encoded to the same level of Voynich.
In theory we should be able to read them? Or read any one of the many similar manuscripts, that have been written in Latin or such. When/ where over the hundreds of years, someone should have been able to make sense of most of it - and by extension - others like it? -

I believe the squares are horoscopes, I only know this because I was looking at Oresme versions and one made for Charles V had his and his children's horoscopes in the back of the manuscript and they have the same squares and triangles, although more royally done.

The squares are indeed (partial) horoscopes, showing the positions of the twelve houses, but of course not showing the planets, whose position varies independently of the zodiac signs.
The positions of the triangles correspond to the apparent movement of the sun. The middle triangle of the left column (Scorpio, in the example below) is the ascendant. The sun appears to move clockwise, so the middle triangle of the top row (Leo in the example) is at the azimuth and so on. See You are not allowed to view links. Register or Login to view..
For each degree of the zodiac, Astrolabium Planum describes the personality of people who were born when that particular degree was at the ascendant (i.e. was rising above the horizon).
E.g. for the first two degrees of Scorpio:
1. Fur erit et nequam (He will be a thief and good-for-nothing)
2. Homo fortis erit et stabilis (He will be a brave and steadfast man)
