I would like to offer you a new approach to the manuscript. I must disclose that I work in the construction industry, specifically as a mason. Therefore, I approach this with a professional eye.
I see blueprints every day. I noticed that the Rosettes page, which to me is a building's floor plan, eerily resembles a mining processing plant. The colors, the shapes, the stars. I have read Georgius Agricola's book De Re Metallica published in 1550. Because of this, I am quite well-prepared regarding historical mining.
In light of this, I started examining the introductory page. The 3 symbols found there eerily resemble the beginning of mining work:
The dowsing rod (divining rod), which looks like a bird. The horizontal line indicates the ground level, and the 2 horns are the rod itself pointing downwards.
Fire-setting (rock fracturing with fire). Further down, a vessel can be seen with smoke above it. Here too, the horizontal line is the ground, and the 2 side walls are the air deflectors, as the heat was deliberately directed at the rock. Once it heated up, it was thermal-shocked with vinegar or plain water, causing the rock to crack.
The plumb-bob level. The third sign. This was used to check the incline of the mine shaft.
Botany
These are exploded views of mining machinery. Everything must be counted on them. Leaves, flowers, and their petals. These numbers indicate how deep the mine operates or what gear ratio is needed for the drive.
Root: The drive (propulsion mechanism).
Leaves: The driven mechanical components.
Flower: The discharge opening.
The shape and form of the root indicate whether it is an animal-powered whim, a treadwheel, or perhaps a manual hand-crank.
Colors
Brown: Made of wood / timber.
Green: Dirty, muddy water (slurry).
Blue: Clean water.
Red: Friction and heat generation.
Earlier I mentioned my observation of the Rosettes page as a floor plan, and my professional eye noticed that the bathing nymphs, which are the cross-sectional drawing, follow the mining process exactly like the Rosettes.

In the 15th century, there was a serious reason for encryption. I could say that whoever had the knowledge had the power. A guild or a society.
The Text
As I see it, there are functional characters. I have created my own description/dictionary, and based on my testing, it works well. Here is a short example of my functional dictionary focusing on the core structural characters:
1. Main Structural Characters (Gallows)
K (Drive / Propulsion): The left side is a fixed anchor point where the drive rod connects. The right loop represents the drive mechanism itself, and the right vertical stem illustrates the mine shaft.
H (Frame / Carpentry / Shoring): Two vertical stems, a curved connector, with a loop on both sides. The left loop is angular, while the right one is curved. It represents a timber support frame. The left and right loops designate mounting points, while the crossbar represents the structural bracing and the service platform.
P (Driven Element / Extraction Tool): The upper section matches the structure of H. A single vertical stem on the left; the right stem curves to the left, crossing the left stem and extending beyond it. It represents material extraction and recovery.
