Anyway... You gave an seperate examples of a bowman and of a fish related image representing jupiter in some way. Doesn't this still mean that most of these examples are still depictions of the zodiac, just in the context of planets? Here's a western manuscript depicting jupiter with Sagittarius (bow) and Pisces (fish), for example:

Are your three figures representations of Sagittarius? The combination of a 'human' and a 'crossbow' is unusual on both counts, as Sagittarius is commonly a centaur with bow and arrow.
Only the VMs archer wears a hat. Do you recognize the style? They wore a lot of crazy hats in those days. It's called a chaperone.

No, these images are not meant to symbolize the sign of Sagittarius, but rather an anthropomorphic protective planetary seal.
