Sorry for a bit offtopic but angels are a kind of my geek interest
Most angels in the Bible actually don't have wings, that is there is no mention of wings in their descriptions. Take angels who come to Abraham, archangel Gabriel who comes to Mary or angels that appear after Jesus going to Heaven. They are described simply as "men", sometimes in shining white robes, but we know they are not ordinary men but messengers of God.
Then there are creatures like Seraphim and Cherubim who indeed have wings. The Bible never calls them "angels" (malachim) but the later interpretations do so.
Seraphim and Cherubim in the Bible are incredibly powerful, they never contact personally with people which is done by lesser angels. They deal with cosmic scale stuff.

Winged "ordinary" angels are a later creation, possibly inspired by Greek and Roman goddesses - Nike and Victoria.
In the conlusion: the writers of the Book of Genesis possibly thought of wingless angels on Jacob's ladder which explains why they had to walk the ladderWings were added later in sacral art.
