The four outward blue streams seem to represent the four winds although this particular asymmetric depiction is probably unrelated to the four cardinal directions. -

The difficulty with the four-winds interpretation is that visualizing air (as one of the four elements), especially blue air, is not observed in medieval illustrations.
In a You are not allowed to view links. Register or Login to view., but the depicted swirl of the Sun is not blue.

In contrast to a waterspout (rotating column of air, which is also not observed in medieval miniatures), the four outward blue streams in the solar folio exit the circular blue swirl around the Sun in a controlled fashion, like through pipes.
What if this is a depiction of a fountain (The Fountain of Life?) with a distorted reflection of the Sun in the water?
The specific circular frame with 10 (metal?) brackets (or clips) surrounding the blue water swirl needs further investigation. -

It gives an idea why the upper part of the letter 'V' in the first red embellishment of folio You are not allowed to view links. Register or Login to view. looks the way it is (resembling twisted carpets).

What if there was a real fountain (made partly of lead and strengthened with iron nails) located in a monastery/abbey/palace symbolizing the four rivers in Genesis 2:10-14: "And a river went out of Eden to water the garden; and from thence it was parted, and became into four heads..."?
