Maybe not letters, as they are on the first page maybe more like a manual. If the language is one that doesn't have alphabet, in this case my guess it is whistle language (Silba Gomero) and these are sketches of fingers/mouth position. The symbols in text might give information about pitch and length of whistle.
I came up with this idea while reading about Guanches, native people of Canary islands. Few more things that made me curious are that the main gods were sun and moon, stars could be presentation of meteor showers that are visible there every summer, women were very important in their society, they believed in great connection with nature, they had sacred tree, one of the favourite plants was dragon tree, in one of circles there is a lady handing something to a man could it be Christopher Columbus taking sugarcane from his mistress? I have few more connections (maybe just coincidental), but would like to hear your opinion, thanks
