This is the way I have interpreted how they decided to show the story, bottom rather than top.
Hopefully that makes the reading make a bit more sense, not that it makes it any more right
Just in a general sense too, the text does make you think each drawing has a paragraph attached to it
The idea seems to be you rotate the page as you go around, which makes me suspect it is a story in parts and not regarded as a single image with interacting parts
