Another question is: why the VMS is singular? Whatever it was, either the group of people created it was really small, or the work was highly illegal so that all other copies have been destroyed. The latter also speaks for a very small group of people, or else we would have enough information for correct attribution. And a larger group would probably use the same script for less vulnerable objects like some engravings. In order to have a large group of scribes, there has be a teacher, they have to practice, they would leave some trail.
