The Voynich text being generated by a set of rotating wheels (or many other combinatorial means) has been suggested many times (even if a 'Llullian' interpretation is new for what I know) . Succeeding in actually designing a set of wheels which does reproduce the properties of the VMS would be a strong evidence for it being true, but that's the hard part. The devil is in the details.
