From that doc then the Voynich is completely decoded and now he wants $15k to decode the Codex Rohonczi and other unspecified "undecoded mysteries".
There is a solid proposal for a Rohonc solution by rafal here:
The Voynich Ninja > Library and Research > Pre-Modern Cryptography > My solution of Rohonc Codex

So that leaves $15k for attempting to decode presumably one or more of these:
Wikipedia > Category > Undeciphered_historical_codes_and_ciphers.

Now i have not yet read the ' Voynich Manuscript Translation Report: A Human-AI Journey to 100% Decipherment?'
because i got stuck at this point, now i am not too smart but this bit did not make a lot of sense.
If 3/4 of your manuscript consists of the word daiin , then there is not much else to read.

Quote:total corpus of 38,000 words, “daiin” (28,500 occurrences, 75%),
