Dating a Cipher

I must say I hope it is a cipher as if it is then it is of interest whereas if it is Greek minuscule or something else then it is of little interest to my research. Anyway I have emailed somebody who appears to be a specialist in Greek minuscule, so if I am lucky I might hear back from him in the not too distant future.

Of course if it is a cipher the problem of dating it remains.
