The difficulty with the four-winds interpretation is that visualizing air (as one of the four elements), especially blue air, is not observed in medieval illustrations.

In contrast to a waterspout (rotating column of air, which is also not observed in medieval miniatures), the four outward blue streams in the solar folio exit the circular blue swirl around the Sun in a controlled fashion, like through pipes.
What if this is a depiction of a fountain (The Fountain of Life?) with a distorted reflection of the Sun in the
water?
The specific circular frame with 10 (metal?) brackets (or clips) surrounding the blue water swirl needs further investigation.

What if there was a real fountain (made partly of lead and strengthened with iron nails) located in a monastery/abbey/palace symbolizing the four rivers in Genesis 2:10-14: "And a river went out of Eden to water the garden; and from thence it was parted, and became into
four heads..."?
The solar folio could possibly depict both the Sun and the Moon in a
solar eclipse (due to the intervention of the Moon, see the attached image) which could explain the appearance of the Sun with only
wavy rays representing only the
heat of the Sun (and the absence of straight rays representing the light of the sun). This could also explain the depicted swirl of the blue sky.
