Well, I don’t really know much about how a book cipher should work to produce results similar to those of the Voynich manuscript, but in this context, I can hypothesize that it was created step by step based on the plain text. In general, if we accept as true that the scribes were the three authors of the VMS text, then we can assume that they started with some basic version of the cipher, and then for some reason adjusted it for themselves, which could cause statistical changes.
Also, I don’t know how to assess the complexity of such a cipher, given that our decoders had the key. Like, it shouldn’t be too difficult to work with the cipherbook for a couple of hours, should it? They worked together and could easily decrypt the book using the key.
Unfortunately, for me, the phrase “book cipher” seems too vague for VMS...
