In addition to agreement with the f78 f81 centrefold idea, I believe most of the other folios in Quire 13 are out of sequence also, with some of them having been flipped. I think You are not allowed to view links.

Take a look at quire 8, I suspect it is not in order either. Things that seem like covers are on the inside, there is a mix of plants and other types of pages. I would guess that You are not allowed to view links.

Login to view. would be the outside of a quire, likely with more plants inside, since that is what is on the inside that way. 58r and 58v seem like another introductory page cover to another set of plants. So two sets of quire covers that didn't seem to go with anything after they had already put the individual plants pages into quires I guess, so they made it into its own quire.
Quire 15's outer cover folio doesn't seem to belong, and the rest seems to go with quire 19.
I think the Rosettes foldout is also folded differently than intended, due to damage that had occurred along the fold that would otherwise be attached, but it causes the sequence to be out of order, and ruins the surprise of folding out to the sun and moon drawings. It likely puts incorrect text pages beside the drawings as well. I think the birds page is the front of the folded quire, not the back.
