  I have been working through the Voynich manuscript assembling all the more distinctively spelled words I could find and I have nearly finished. The last words to finish compiling are the words on pages with text written around circles. I have been using Microsoft Paint as it is simple and I know it well, however it is not very useful well dealing with text written around circles as the rotate options are very limited. I have Photoshop, so I know there are more complex tools that would do the job. But Photoshop has a lot of functionality that I don't need for this purpose and I want to make to process as simple and straightforward as I can. I wonder if there is some program like Paint, but with better rotate page functionality. What programs do other people use for working with Voynich images?
  Also I wonder if maybe there is program that can flatten the circle text in one go.

  There's probably much more powerful out there, but for a "better MS paint" for rotating and tracing, comparing things in layers etc, this is the one I liked most. You are not allowed to view links. Register or Login to view.. Just the basic online web version.

  I generally use GIMP 2.10.30 for image editing. It does what it's supposed to do and is free.

  Searching on the Internet seems to suggest Puppet Warp in Photoshop might be useful for this.

  I use Gimp for visualization, single-shot editing, and measuring; ImageMagick ("convert") for batch processing and a few other operations like joining and annotating images; and either C (with my own libraries) or python (with Pim for I/O, numpy for math) for more complicated processing, such as color correction and classification.  (I used to do these all in C, but I am increasingly switching to python for its native list/set/dict facilities.)

  Personally I am using a very old version of Paint Shop Pro. I am faithful to it for over 20 years, I guess you won't learn old dog new tricks  
  
  These new programs have millions of functions that you will never use, sometimes it is good to work with something more minimalistic.
  
  You can google for example for Paint Shop Pro 7 to get it.
