Well, if it's one creature, we know who it is. It is a creature capable of change, and that is the mythical Melusine, ancestress to the ruling Valois generations, descendants of Bonne of Luxembourg.
If there are two creatures, double your chances, who are 'they'? Can you name either one? If the human part was not drawn as female, it could be a representation of Jonah and the whale. Does the whale have a name?
Good old VMs ambiguity. Melusine already had a dual personality. Plus, there is this female version of Jonah, only there is no story of a female Jonah. So, who is it? Is this some sort of rebus-based pun, where the female Jonah becomes Joan or Jeanne of something... like Joan of Arc. The proposed VMs identifications regarding the Order of the Golden Fleece would share a close provenance relationship.
That's the thing about VMs ambiguity. Any sort of reasonable, historical interpretation may be valid. One result is that the investigation of the VMs illustrations is a test of the investigator's familiarity with reasonable, historical interpretations. The other side of this is 'how much leeway' can the artist be allowed for intentional ambiguity and the obfuscation of appearance in the cosmic representation, White Aries, etc.? The VMs artist has taken what leeway s/he wanted to manipulate appearance.
Also, none of the Jonah illustrations above show the presence of other, companion, 'sea' creatures.
