How does this transcription handle ee vs ch?

When this form is transcribed as the letter h from the outset, the original visual structure—and the question of why the bar was added—are concealed. In doing so, we may be overlooking one of the manuscript's most important clues.

My hypothesis is that the reason for adding the bar to cc is explained somewhere in the text within the circular diagrams. I suspect that these diagrams contain explanatory illustrations that show why and how this connection is made.
