This was put together well and your direction flowed too. The MS-408 does not seem to be a substitution cipher although I tried to prove that several times (I made the errors you spoke of). It's possible for the vms to be a made up language but the rules for that seemed locked for us to understand. Koen would you flip a coin to the chance for the vms to be gibberish?
