I would argue that it says: Tirol.

This can be mapped straight to the Voynichese text, and does not require any explanation like why "voda" is not written "voda" but "vadol".

  
 You have a point, most of the text has double meaning. 
 Of course it could be Tirol, but it is not consistent with the rest of the text. 
    Could be Pirol, Firol, North Star?  But is not. 

There are some names of Aquarius stars in the rest of the chart. I have expected A. Ardic to comment, confirm or reject. But no answer...
 If he does not, I will publish further discoveries.

  VODA is water , "Vada" is a ravine, or wady (from Arabic)- a channel where flows water in rainy season.


    So it could be interpreted either Aquarius from Water, or the Water bearer.
