Sorry, I missed commenting on this earlier.  The Proposal ID score is a measure attached to a single proposal. It does not represent any kind of distribution of agreement across multiple proposals that would therefore total 100%. Each proposal ID can range from 0-100%, so the total of multiple proposals can, of course, exceed 100%.
It is the Consensus score that applies to the set of proposals within a plant. (And it is limited to the range 0-100%).
