It just occured to me that the same model as I described above would apply if we swap inner and outer rings (meaning the inner ring goes first). In that case month boundaries would (ideally) map onto chart boundaries, while Zodiac boundaries would map onto ring boundaries. Thus charts would stand for months, not for Zodiac signs. The Zodiac symbols would designate the sign which enters the respective chart.
This is favourable to the "Pisces problem", since the first chart would then represent the month of March, and March begins in Pisces.
