Hi Bunny. What Koen means is that Stellar has published many theories about translating Voynichese paragraphs. Some involve numerology, some gematria, and I'm not sure about this one - but I believe he stopped working on it several months ago, because his last post in this thread was March 2016.
Very respectfully the language that stellar claims to have decoded is not Latin. I have a college degree in Classics (heavy in Latin) and 9 years of translating Latin, and the language is simply not Latin or any dialect / language related to Latin.
