Since usually the moon is associated with femininity, the four persons depicted in the lunar folio could be females.

An initial agricultural interpretation of the person on the top depicted by the back of their head and holding a leafy item (presumably, to be planted) could be that this symbolizes a new moon (in conjunction with the sun).

If the new moon is depicted at the top of the lunar diagram, 
then the full moon should be depicted at the bottom,
the waning moon should be on the left-hand side, and
the waxing moon should be on the right-hand side
with the moon growing larger clockwise.

The numbers from 1 to 11 shown in the attached image hint to a possible 11-phase lunar diagram.

Concerning the common words that could eventually be deciphered in the text surrounding the drawing (if the text is related to the drawing), one could possibly think of agricultural terms like planting, harvesting, etc.

The town's obsession with the number 11 can be traced back as far as the 15th century.

Consistent despite the interruptions so probably intentional, not decorative.

The 72 bumps on the outer ring are interesting too...

If you imagine how someone would efficiently create this image I think this sequence seems plausible, then you see the same idea in the sun section imagery
The swirling paint work for the sky(?) in the sun section struck me as peculiar when looking at the images in regards to Koens comparisons
