The eagle (or may be even dragon) and the serpent are symbols of "good and evil". They are normally fighting against each each other like they do for example in the crest of Mexico. But it does not necessarily mean, that the manuscript is from that origin. No, in Gobekli Tepe you can see an eagle or hawk trying to conjure a serpent. Furthermore in the Basque Culture you have the god "Maju/Sugar". He is described as a dragon or a serpent. Sugar (male serpent) is his first (male) manifestation. Maju (etymologically unclear, may the dragon) maybe is his female manifestation.
I would also say, that I´m not sure with my reading of the VMS, but for me there are several points you have to connect with Navarra.
1. The word "olabidas" which is written on the page 116v. (= Olabidea is a small river in Navarra)
2. The bathing women or goddesses which are labeled as "opoik ojanoja" (meaning: swimming goddesses --- "boyar" (spanish: to swim) and "jainkosa" (Basque: goddess)). They remember us at the "lamiak", the nymphs of the Basque Mythology.
3. Then you have berets de Basque on the Roman calendar pages. Some of them in red (red is the color for Navarra).
4. Folio 57 v, the Celtic looking calendar, which gives us month names connected with the Basque and Spanish language. (For example "arrosa" and "zur" (meanings: rose and forest))
5. In 1435 Romani people (gypsies) entered the Basque Country and caused a unique language which today is called "Erromintxela". From 1466 to 1611 the gypsies and the witches and wizards from the Basque region were haunted by the Inquisition.
So you have the connection to the time frame, in which the manuscript was "lost" and you have symbolic connections and language connections from the VMS to the Basque country.
Since yesterday maybe I have a translation of page 116 v.
It´s not clear which form of Latin is used here and there some French and German words in it, but it tells us a very important fact about the manuscript, if it is right and also describes the manuscript itself ("poxleder umen"). Yes, you´re right, we should agree with you determination, the symbols and drawing led us to the origin, not the text by itself, because, we can´t read it. Or at least the most people can´t. And nobody knows who reads it correct. Even I do think, that I can´t read it completely.
And to the nude women... of course there are some cultures with nymphs or something like this, like the Greeks for example, but in VMS they have berets de Basque or at least "sorginak hats". Maybe I´m wrong, but for me it´s seems to be possible.
