Those Voynich-like characters you are seeing are either just numbers written in Arabic (١ ٢ ٣ ...), or they are magic symbols, some may be Arabic letters used also as numbers in abjad system (letters representing numerical values, such as ع). The resemblance is coincidental, in my view. The Book of Wonders is about magical beings, so there is a lot of magic related material in there.
The “stars” you referred to and also linked (as images) are not stars, but are geomantic figures, as nablator has correctly pointed out and there is absolutely no doubt about that as used in Book of Wonders. Other than the link nablator provided here is one You are not allowed to view links.

Now, whether the stars in Voynich are employed also as geomantic figures, that is something to explore, but the way they are depicted has not yet persuaded me to see them as geomantic figures (given how they must be placed in relation to one another). But it may be worth exploring further, since there may be geomantic aspects to the Voynich.
