  Not at all. Herbal section comes first. As the scribe(s) get tired, the scriptwork is often done on a bifolia basis to speed up the process. Alternatively, drawings were made first and then scribe(s) filled in the text; in the case of drawings spanning a (yet unbound) bifolium, self-citation on a bifolium basis is quicker (no need to juggle around pages). Or perhaps each scribe simply had their own quirks when auto-copying.
