  I have noticed many circular objects within the voynich manuscript from the astrology section to the cosmology section and so on.  What if a method was employed for text creation to create no meaning and the voynich text was not balanced on the wheel; meaning there was not an even amount of characters on the wheel.  Then the writer would simply spin the wheel and and record a character into the voynich manual.  Therefore, some characters would come up more often then others and the writer had the discretion to stop spinning when he felt he had enough characters to form nonsense.  The average voynich word is about 5 characters and this could be because the spinning would get old.  Also using a wheel technology from the middle ages would be low tech so it would not be balanced.

  However, this does not explain why some symbols only appear at the back and others only at the front.

  As Peter Aga says, that method would result in high entropy (each character can be followed by any other character).

  The author could have manually wrote them in.

  As long as your character set is not an even amount of characters in the wheel one can avoid high entropy.  Take a spin at the wheel.

  The problem is that none of the characters appear in anything that looks like a random order. Voynichese is the opposite of what you would get when spinning a wheel.

  I have to agree after seeing what the wheel does and its back to the drawing board lol.  Do you think that the voynich text actually has meaning if someone could only figure it out?

  I don't think it can be read like a regular text (so a substitution code or something like it). But there may be meaning in there. 
  
  When I interviewed Benedek Lang about the Rohonc Codex some months ago, we also briefly talked about the Voynich. (He wrote a book about medieval ciphers and struck me as intelligent and knowledgeable on the subject). He said:
  
  * It's unlikely that the Voynich is a cipher
  * It's unlikely to be meaningless
  
  So well, at this point it's really hard to say. Maybe it's nonsense filler text. Maybe at one point it had meaning to someone, but that meaning is impossible for us to retrieve. Maybe it's full of meaning, hidden by an elegant system, but we have been looking in the wrong direction.
  
  To me it feels like between the familiar grounds of "cipher" and "nonsense", there is some kind of uncanny valley that we don't know yet how to navigate. I know the solution in not on the cipher side, and complete absence of meaning is hard to prove. So we'll have to see what's in the valley.
