While evolving from a mother script, the scripts may share same shapes and pronounces. I am no linguist so I better stop here.
What we should do is to create a universal set, this would contain many letters with similar shape and sound from different languages.
The universal set should be divided into smaller sets, and the pronounces would go into examination for one particular line of manuscript. All resulted words must be checked carefully and with meanings and roots. The final sentences with different sets should be checked in matter of making sense. If Set A does work 50 percent, but set B doesn't. The letter from other set B would go to set A and the changes would be observed : if it is now 60 percent effective or if it is reduced to 40. This would result in final languages.
I say no it isn't Khojki script. But I see it is very interesting that va is also present here. I think the script is created, but there we have this 1. created without other language influence 2. created with other language influence. If there is influence of language, even three letters are important, in my opinion.
I say it is a cipher, having that long procedures will result in words, but at the end without deleting repeats, without counting compound alphabets and without updating the letters it wont be possible.
