As I mentioned before, the author designed his cipher to look like Latin in order to hide the fact that it isn't actually Latin

Or maybe he was just familiar with Latin? If I was making up a script or cypher, I expect I'd base it on scripts/languages I already knew (perhaps even subconsciously in parts) rather than inventing something completely from scratch.
