It does look like r written over a vertical line to me. Probably the scribe first drew the vertical separator like in some other circular inscriptions and then had to append something like rain to the end of the line. Or vice versa, decided to add rain to the beginning and added a separator to show where the inscription starts. In any case, to me this looks more like a botched job with some Voynichese than Latin.

It looks interesting. Perhaps the scribe didn't understand what was written in the author's draft, and re-drew the scribbles as they were 
But the last letters don't look like aiin, because it's unclear what the upper connection between the i characters is, and what happened to the n.
I believe that it is quite possible that the word was distorted because it didn't fit. The scribe may have started writing the inscriptions in the circle with the word okey. But that doesn't mean it's rain.
