About the binding(s?) and missing folios

Sorry, what is the evidence for the un-binding before painting, and rebinding afterwards?  Why couldn't it have been painted while bound?

That comes from the fact some paint spots cross the binding gutter and reappear on the other side of the bifolio several pages later.
