Could Voynich symbols encode "directions" on some alphabet table?

Absolutely something like this could work. I’ve worked with this type of thing myself to no avail unfortunately. That doesn’t mean your approach would not. You should work on it a little more to see if things are falling into place, then I think the right person to reach out to would be Patrick Feaster as he might have already looked at it.
