Make sure the words from the symbols are not the same length as the original text
Once the work is completed burn the original text

Assuming a popular plaintext language, this would have been cracked decades ago. Also, this doesn't explain strange bigram statistics and the fact that some characters tend to preferentially appear near the end of a line in the Voynich manuscript.
