As Peter Aga says, that method would result in high entropy (each character can be followed by any other character).

Rene discussed a wheel made of syllables that works better, but of course only solves some of the problems.

As long as your character set is not an even amount of characters in the wheel one can avoid high entropy.  Take a spin at the wheel.
