He uses characteristic dots which can be used to trace the letter "i". I attach a pic where punctuation marks are shown in yellow, dots of "i" are shown in red. Two blue circles mark dots which I don't know what to make of, especially of the former (the latter may be interpreted as punctuation period after the "G" initial).
I don't think the word is "powers" (does not look like that), but I can't suggest what it is.
It is strange that there is no punctuation mark between the two alleged surnames, neither an "and". This makes this part questionable. But this can be traced through the Austrian papers of the date in question, or the preceding date. They will show at once who was speaking on Lemberg and what for.
All in all, this does not look to me as having relation to the VMS. Most probably it's about submitting some manuscript to a publishing house or a magazine, or, even most probably, about selling some piece of information (in the form of a manuscript) to some intelligence or security service (since the correspondent raises the issue of the credibility of the source).
