Maybe so. But, as I have counted, there are about 25-26 whole "units" in Voynichese (You are not allowed to view links. Register or Login to view.).
Among other things, it is unclear how to treat combinations of a-la ee and some problematic characters. For example, s:
   
   
It might be a spelling error for EVA s or d, but it still looks strange.
There may also be You are not allowed to view links. Register or Login to view., which is repeated several times.

A simple substitution cypher would reproduce all the patterns, sequences, letter distributions, and (crucially) entropy, of the original language. Voynichese does not even closely match any known language with which it has been compared on those measures.
