There is no name in the page because the name welwitschia mirabilis itself were given in around 18th century. My conclusion about the name based on the description in my translation. Yes the picture ( from bi3mw ) is the plant Welwitschia mirabilis, but i think you could post a much better picture. 

I almost forget I have not answered question from bi3mw about the ciphers. I did it manually without computer software or AI.

Before i answer ReneZ question about translation of the text he gave, I would like to explain about how I make the translation. 
As i mentioned before there are rules in the ciphers, so I think the most important is to find the word that contain the consonants symbols, because the vowels symbols are uncertain. After that is to find the keywords in the paragraph and to figure out the connection between the keywords. If we know the keywords and the connection, we will be able to understand what the paragraph is trying to explain. 
Back to ReneZ short text, I would say I can not find any specified keywords. Nevertheless, I will try to translate it. Here is my translation :
Lira ( ridges) monti ( mountain) limes ( limit, border) fiebant ( made) ora ( region, country). So, the meaning should be mountain ridges is the border or limit of the region or country.

I don't think that was meant to be a sentence to translate.  Those words (chol; daiin; chedy; qokaiin; ol) are top frequent words as Rene says, but as far as I know, those five words are never a consecutive piece of text.  This is another sign that it is not your system that is producing meaning.

This is a rather good description of the method. It is important to underline that "find the  word that contain the consonants" must be read as "pick one of the words that contain the consonants".

For instance, these mappings are from the first post in the thread.

Shol -> cur; Shol -> curia; Shor -> coit; Shar -> cato; Shaiin -> contio;

As can be seen, both "cur" (meaning "why") and "curia" (meaning "senate") can be picked for "shol". Voynich o/a are wildcards that can stand for any sequence of vowels: Shol and Shal are perfectly equivalent and interchangable, making word mapping many-to-many. Additional vowels can be added at will at the end of words.

Thank you marcoP for thorough explanation, you are absolutely right. That is why we need to find the keywords. 
Also as I said before I am not latin language expert, so this is where latin language expert should be involved in order to know the right words, where the sentences start and end, etc. 
I am hoping that anyone here could do that.

I'm sorry, but this is a kind of solution we often see. No wonder: Voynichese is so constricted, so people often intuit that they can only turn it into language if they introduce some freedom and variability.

The problem here is that as soon as this degree of freedom is allowed, the amount of possible translations for a page increases exponentially. For example, if we allow only two possible readings per word for a page of a hundred words, the number of possible solutions for that one page is two to the power of 100, which is 1 nonillion 267 octillion 650 septillion 600 sextillion 228 quintillion 229 quadrillion 401 trillion 496 billion 703 million 205 thousand 376. I.e. a very large number.

Yes i understand your worry. But that is the reason keywords are very important. Sometimes they are easy to find, I will give one example :
From the picture below one of the keywords is the first word Balaustiis ( pomegranate flower). So the plant is pomegranate.

I have the impression that you ignore the existence of transcriptions of the text accessible on the internet, to only work with the images of the manuscript.
