From what I have read here the Rohonc codex is not encrypted and is not a copy of the regular Bible, but rather religious notes or elucubrations of someone written in some synthetic/symbolic language. I'm not saying Voynich himself, but another charlatan from another era.
And maybe that's exactly what they did. They started out with a few singulions (already confirmed by LisaFaginDavis' research), and then gradually added more and more as the time passed and interest grew, or the buyer wanted more fragments. Remember, all sections of the VMS are written differently (different hands, strokes) and the whole thing was only bound much later.
So my theory, actually, fits perfectly with what we know as facts about the VMS.
