I would disagree with the author regarding i though. I don't think it's hour, it's buffalo, obviously.
Obviously, this still requires the 'interpretation step', so I cannot call this complete at all.
N.N.S.S.C.P.J. is the raw material. The meaning could be much more, ahem, clear, like a potion from the sap of a plant named Jupiter that requires two clock cycles to prepare. (Other options of course also possible).
I mean it reminds me of that thread. Probably not what Antonio was envisaging, but this solution isn't a "text" in the same way all other solutions are.
