The third option for the relationship between text and pictures in q13 is a meaningless text.
I'm more and more inclined to believe that language B is a fake.
The first time I had this thought (several years ago) was when I discovered that the information on page 84v was 60% the same as the epilogue (the last paragraph of 116r), with equal amounts of text. And these are different sections!
My new find, published on the blog You are not allowed to view links. Register or Login to view. l, fell into this rut
Nick wanted to sort out the find on his website, but so far he has been delayed.
In language B (Q13,20) there are clearly insertions of text in other ink, which should give the appearance of a complete page. This did not happen on the 81r due to ink smearing.
The following 6 examples differ significantly from the examples given in the topic You are not allowed to view links. Register or Login to view. where the beginnings of lines can be qualified as page markup when rewritten from another source (wax tablets).

P.S. Lisa's opinion on whether the hand changes from the beginning of the line to the end of the lines in the examples given would be appreciated. For my part, I see (in at least 2 examples) a change in the spelling of eva- i,c,a.

You mean that one of the paragraphs of 116r is a summary of 84v?
Nevermind

That is an interesting aspect. I also think that the text in Q13 fits too well. Take You are not allowed to view links. Register or Login to view. for example. The upper text is actually perfectly justified ( right-aligned ). The continuation of the illustration in the header is exactly the same height vertically as the text block (left). This is just too good a fit not to be suspicious. Either this is a happy coincidence, or (meaningless) filler text was actually used here, added later to create this right-aligned justification.

Edit: I assume that in VMS the illustrations were drawn first and then the text was inserted.
The overall appearance of the text, i.e. the way it fits in with the illustrations, is quite striking. It seems as if a topic section always fits exactly on one page. You are not allowed to view links. Register or Login to view. in the text layout are practically non-existent. In addition, the text appears almost right-aligned throughout. The vertical height of the illustrations often matches the height of the text paragraphs. All this leads to the assumption that the whole text was prescribed ( for example on a wax tablet mentioned by @Wladimir ).
