But then why are they illustrated specifically distinctly and differently from one another and what are the two deliberately drawn dots on either side of the loop/band between the bottom centre rosette and central rosette.
I think if they were both steam puffs or clouds then the two loops/bands would be illustrated in the same way as they represent the same thing. The very thin loop/band hardly looks anything like a steam puff or a cloud. And there were those two dots that I have mentioned thar seem completely inconsistent with that.
These may seem to some like minor and insignificant details, but I think that is a problem with many people's analysis of the page namely that they completely overlook a huge number of specific details and I think the specifics have a meaning and reason behind them.

They both look more like man-made items rather than natural forms like clouds.
In the Middle Ages, steam puffs and clouds were often not drawn like natural formations, they were drawn like cloudbands, curlicues, and other decorative motifs.
There are a number of things than can be represented by ringed shapes besides physical rings that are similar to jewelry.
I'm not arguing for any particular interpretation, I don't care what they turn out to be, I just think we have to remember that many things were represented symbolically in the Middle Ages.
Here's a celestial-directed calamity (earthquake) from the Book of Revelation.
Notice all the little dots, and how wind is represented by lines coming out of the mouths of faces (sometimes animal, sometimes humanoid). Also, how the hills are out of proportion to the people and bouncing around in the air. All of these oddities were common ways to draw things and looked normal to people in the Middle Ages:

Maybe the "rings" on the VMS rosettes folio are symbolic of transitional zones between physical and celestial spheres (or between one elemental representation and another) just as the cloudband is the transition zone between heaven and earth in the earthquake picture.

I have attached an image highlighting in pink the two dots that I am referring to. There appears to have been a very deliberate choice to draw those two dots, which is why I have suggested screws or nails or jewels or something else.

I think it is sometimes worth caring what small, but specific details represent, because sometimes small details can be very significant.

There are 4 types of 'hatching' on the rays N,S,E,W of the central rosette.
each type of ray is individual, the rings/or lack of, continue that individuality.
N, has no ring at all.
E, is N/A as its too faded.
S, is the 2-dotted thick ring.
W, is the thin ring.
They enhance the notion that these rays are 4 seperate entities. the 4 elements, 4 winds , etc.
My guess is that they are vortex rings.
That both are rings suggests they have some similarity in some dimension, like Air and Fire share the property of hot or subtle for example.
And both being different styles of ring suggests that while similar they are to be regarded as individual.

Yes, I agree, small details can be very significant. but small details are not necessarily intended to be physical objects or features. They might be symbolic/iconic.

I agree, of course, but one is still left with the question of what they represent whether physical objects/features or symbolic/iconic. I think it Is important for us to recognise that the two loops/rings are drawn differently and the dots are specific features of the drawing. Now it might be that the drawings are mere flights of fancy and have no interpretation. These specific details are a few amongst the very large number on the 9 Rosette page. I mention them as I am aware of an explanation in the case of these loops/rings that I find satisfactory. Generally I have formed an opinion on the other specific details on the 9 Rosette page. I just thought I would put this out there to see if anyone has any ideas that had not occurred to me.
